Description
The U.S. Department of Education (the Department) anticipates the need to acquire technical and management support services for the Office of Chief Information Officer (OCIO), to ensure the successful execution of its Information Technology Investment Management (ITIM) and Enterprise Architecture (EA) programs. The ITIM and EA programs together form the framework for information technology investment portfolio management at the Department. The anticipated solicitation seeks a contractor who possesses strategic business planning and investment management capabilities, to support the agency's goals and objectives by providing the following services (non-inclusive of all required services): completion of, regular updating, and publishing of ITIM and EA artifacts, policy, processes and guidance in a format that is approved, understandable, and usable by the Department; ensuring that the use of the ITIM and EA by the Department are effective tools for management and planning; and ensuring that the positive results of using ITIM and EA to achieve the Department's goals are appropriately planned, tracked, and reported. Successful execution of referenced tasks will be ultimately evidenced by the effective and efficient management of the Department's information management investments. This pre-solicitation notice is not a request for competitive proposals. The release of this notice in no way obligates the Department to release a Request for Proposal (RFP) or make an award of any type. A determination by the Department to cancel this contract action is solely within its discretion. The Department anticipates awarding one (1) firm, fixed price contract to a single contractor. It is anticipated that the period of performance for this requirement shall consist of one (1), 6-month base period, and three (3), 12-month option periods (to be exercised at the Government's discretion). The Department anticipates release of the Request for Proposals (RFP) on June 9, 2009. Please note that the Department will not consider or accept written correspondence, literature or any other proposal-type submissions submitted in response to this notice.
