Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to Johns Hopkins University Neurology/ Neurosurgery, 600 N. Wolfe St. Meyer 5-167, Baltimore, MD 21287 for synapses onto anterior horncells using immunohistochemistry and confocal microscopy. It is anticipated that the period of performance will be 12 months. Johns Hopkins University Neuromuscular Department, Dr. Kong will investigate synapses onto anterior horn cells using immunohistochemistry and confocal microscopy. She will examine all synapses using synaptophysin staining as well as specific synapse subtypes using markers such at VGlut1. This will be done in SMA mice at different embryonic and post-natal ages at distinct spinal cord levels. She will examine spinal cord synapses using electron microscopy. She will specifically examine the number of synapses and the morphology of individual synapses including presynaptic terminal size, vesicle number and distribution, and post-synaptic density length. This morphological data will be correlated with the electrophysiology data in the National Institute Neurological Disorders and Stroke (NINDS). Dr. Kong is the only known source that can provide such skills that shall examine the spinal cord synapses in spinal muscular atrophy mice (publication Kong et al. 2009 J Neuroscience). The Government intends to select and evaluate and award the offer that represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
