- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a request for quotation (RFQ). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. This procurement is not a full and open competition. This acquisition will be a sole source acquisition conducted in accordance with FAR 13.501. It is the Government’s intent to award a firm-fixed price contract on a sole-source basis for the Head Mounted Displays (HMD) and associated hardware with NVIS, Inc. NVIS is the manufacturer and supplier of the HMD units that are currently on the Conning Officer Virtual Environment (COVE) trainers at Surface Officer School (SWOS). The Government intends to sole-source to NVIS in order to maintain compatibility in all aspects (design and functionality) and to insure the units can be completely materially interchangeable and interoperable with the existing HMDs. HMDs, Video Control Units and Integrated USB joystick buttons are to complete a partial technical refresh of multiple (COVE) trainers installed at (SWOS) in Newport, RI. Any vendor asserting that it is a distributor for the parts identified below is invited to submit a quotation. Quote is requested for CLIN 0001, nVisor SX Head Mounted Display NVIS part number S10215-1 (quantity 10), CLIN 0002 Video Control Unit NVIS part number S10143-1 (quantity 10), and CLIN 0003 Integrated USB Joystick Button NVIS part number S10279-1 (quantity 10). The following FAR/DFARS/NAVAIR provisions and clauses apply to this acquisition: FAR 52.204-7, 52.212-1, 52.212-4, 52.212-5, DFARS 252.204-7006, 252.212-7001, NAVAIR 5252.201-9500, 5252.233-9513, 5252.232-9511. A completed copy of the following must be included with each quote unless ORCA and FAR 52.204-8 is submitted. FAR 52.212-3, Full versions of the FAR/DFARS clauses can be located at the following site: http://www.arnet.gov/far or http://farsite.hill.af.mil/.
