Description
USACE, Engineer Research and Development Center (ERDC) propose to issue a sole source award under the authority of FAR 6.302-1 to Kitware Inc., 28 Corporate Drive, Clifton Park, NY. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements for the Computational Model Builder for Multi-Dimensional Models (CMB). Kitware developed the CMB specifically to support modeling of military sensing and water resources problems. The proposed contract will continue the development of the CMB by adding more of ERDCs specific needs such as: Setting up two-dimensional surface water problems from basic geographic information system (GIS) inputs, producing input files for several ERDC built simulation models, providing a tailored interface DoD/DoE mesh generators, providing direct import and meshing of CAD objects, adding geologic modeling and interpolation tools, and allowing end-user customization of the interface. Kitware is the only known source capable of meeting the Governments requirement. The Government intends to acquire a commercial order using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact not later than 2:00 CST, NLT May 22, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
