Description
MODIFICATION -- The dredging planned for Crescent City, California has been removed from this solicitation. Dredging at Depot Slopugh in Lincoln County, Oregon has been added to this solicitation. The Corps of Engineers intends to award a contract for mechanical maintenance dredging at various locations along the Oregon Coast. This work is partially funded by the America Recovery and Reinvestment Act (ARRA). The anticipated project locations are Depot Slough, Siuslaw Turning Basin, Winchester Bay Boat Basin, Charleston Channel, and Chetco River. The anticipated payment will be by pre-post survey for all project locations. This project begins at the confluence of the Yaquina River and Depot Slough and extends 1,800 feet into Depot Slough. The authorized channel is 200 feet wide and 10 feet deep, with an allowable 2 feet advanced maintenance dredging. Material will be disposed of at a designated ocean disposal site. Payment for dredging will be made by pre-post survey. The estimated quantity of dredged material to be removed is approximately 100,000 cubic yards. The environmental work window for this work is 01 July 2009 to 31 October 2009. Siuslaw Turning Basin is located in the City of Florence within Lane County, Oregon. Dredging will take place in the turning basin at Florence; the authorized project is 600 feet long, 400 feet wide and 16 feet deep with up to 2 feet of allowable advanced maintenance dredging. The estimated quantity of dredged material to be removed is approximately 100,000 cubic yards. Material placement will be in a government designated ocean disposal site. Winchester Bay Boat Basin located on the Umpqua River, at the City of Reedsport within Douglas County, Oregon. Dredging will occur either at the East Basin, or the West Basin or a combination of both. East Basin authorized channel is 3,100 feet long, 100 feet wide and 16 feet deep with up to 2 feet of allowable advanced maintenance dredging. West Basin authorized channel is 4,100 feet long, 100 feet wide and 16 feet deep with up to 2 feet of allowable advanced maintenance dredging. The estimated quantity of dredged material to be removed is approximately 10,000 cubic yards. Material placement will be in a government designated in-water site. Charleston Channel turning basin is located in the City of Charleston within Coos County, Oregon. The turning basin authorized depth is 17 feet with up to 2 feet of allowable advanced maintenance dredging. The estimated quantity of dredged material to be removed is approximately 15,000 cubic yards. Material placement will be in a government designated in-water site. Chetco River Commercial Boat Basin is located in the City of Brookings within Curry County, Oregon. The authorized access channel to the boat basin is 200 feet long, 100 feet wide and 16 feet deep with up to 2 feet of allowable advanced maintenance dredging. The estimated quantity of dredged material to be removed is approximately 10,000 cubic yards. Material placement will be in a government designated ocean disposal site. Crescent City Basin, located in the City of Crescent City within Del Norte County, California. The estimated quantity of dredged material to be removed is approximately 100,000 cubic yards. Material placement will be in a government designated ocean disposal site. The authorized project size and depth will be provided in the solicitation. Conditional surveys of the projects located are available at the following website: https://www.nwp.usace.army.mil/op/nwh/coast.asp. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with the U.S. Army Corps of Engineers, Portland District. For this project the person that will act as the SSHO is required to have a minimum of 3 years safety work with similar projects and a 30 Hour OSHA construction safety class, or equivalent, taken within the last 3 years. The SSHO may have other duties for this work that include being the Contractor on-site Project Manager and/or the on-site CQC Manager or other responsible individual. This solicitation will be available to download on or about May 26, 2009 with bid opening 30 days after issue. This procurement is unrestricted and open to both small and large business concerns. The magnitude of construction for this solicitation is between $1,000,000 and $5,000,000.
