- Purpose of the Announcement: In accordance with the FAA Acquisition Management System (AMS) paragraph 3.2.2.5, to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA William J. Hughes Technical Center intends to award a single source contract to Thermal Wave Imaging (TWI), Ferndale, MI. The purpose of the contract is to overhaul the FAA's Thermoscope NDI (nondestructive inspection) system. The work includes: replacing the Infrared (IR) camera, upgrade the Echotherm/Mosaiq software, upgrade the system controller, flash head assembly, flash controller, power supply, and data acquisition and analysis system. The FAA purchased the system from TWI in 2002. TWI holds patents on the software controlling the system called Echotherm and Mosaiq as well as the software tool that analyzes the signal which is called Thermographic Signal Reconstruction (TSR). A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above required work, and the FAA will evaluate this accordingly.
