Description
Regionwide Environmental Compliance and Pollution Prevention Phase I This is a Sources Sought Synopsis for the purpose of conducting market research, and obtaining industry information ONLY. No proposals are being requested, nor accepted, at this time. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications from small business concerns, including 8(a), Historically Underutilized Business Zone (HUBZone), Small Disadvantaged Business (SDB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The USDA-Forest Service, Region 9 is interested in contracting for professional environmental consulting and recycling/disposal services. The general scope of service includes: (1) On-site inspection and inventory production classifying and inventorying the excess materials at each location identified by each participating Forest Service Unit often requiring visits to multiple locations throughout a given Forest including (but not limited to) District offices, Work Centers, Fire Fighting Caches, “boneyard” storage areas and recreation/campground facilities. (2) Identify alternative “green” products that can be used to minimize production of hazardous wastes, (3) Production of Materials Management Plans for each location based on the local operation, explaining products to buy and how to handle wastes. Plans should be suitable for FS use as a Standard Operating procedure or EMS procedure. (4) Arrange for recycling/disposal of inventoried excess materials, and provide coordination and waste manifesting as necessary. Interested parties should expect the range of excess materials to include hazardous and non-hazardous liquids and solids, metals, plastics and other materials.
