Description
This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of all small business firms, to include 8(a) certified firms, HUBZone certified firms, WOSB (Woman Owned Small Business) and SDVOSB (Service Disabled Veteran Owned Small Business). Interested firms are encouraged to respond to this notice. The requirement includes, but not limited to, providing laundry and linen services as listed below. These services include all labor, management, supervision, facilities, equipment, utilities, materials, transportation, and other services necessary to provide laundry and linen services to III Corps and Fort Hood active, reserve, and National Guard units and activities locate at or training at Ft. Hood, Texas. The North American Industry Classification System (NAICS) code applicable to this requirement is 812320 (Dry cleaning and Laundry Services (except Coin-Operated) and the Small Business Size Standard is $4.5M. Fort Hood is the Armys premier training, mobilization, and force deployment installation located midway between Waco and Austin, Texas, just west of Killeen, Texas. The number and location of pickup and delivery points are subject to change during the life of the contract with a total number of pickup and delivery points estimated to be 15 or less. This requirement includes, but not limited to, the following: 1. Launder linens and laundry, for example: wool blankets, duffel bags, sleeping bags, parkas. An example of items to be cleaned are: Individual Body Armor (IBA), which consists of Outer Tactical Vest (OTV) and Improved Outer Tactical Vest (IOTV). These items require special laundering requirements. 2. Laundry Pick-up and delivery service: Pick up soiled laundry and deliver clean laundry based on pre-approved schedule. 3. Timelines: For Soiled Items: a. Three times a week service (Monday, Wednesday, Friday). Soiled items picked up on Monday shall be delivered clean no later than (NLT) the following Friday; on Wednesday shall be delivered clean NLT the following Monday; on Friday shall be delivered clean NLT the following Wednesday. b. When required service. c. Clean items shall be delivered back to customer same day of following week, i.e., soiled items picked up on Wednesday shall be delivered clean NLT Wednesday the following week. No final commitment has been made to procure the stated requirement and this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. Interested parties may submit an electronic Statement of Capability for satisfying this requirement to the contact person listed below. This announcement is not a request for competitive proposals. This notice is strictly market research to assist in identifying potential sources only. Reimbursement will not be made for any costs associated with providing information in response to this announcement or any follow-up information requests. All responsible sources shall respond by submitting a written narrative Statement of Capability including detailed technical information and other technical informational literature demonstrating the ability to meet the above requirements. Include business size in relation to the NAICS code of 812320 in your Statement of Capability. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the U. S. Army and will not be returned. Responses are requested by 26 May 09 and should include a point of contact, phone number, fax number and email address. Interested parties shall send their Statement of Capability via email to Alison Frank at alison.frank@us.army.mil by the aforementioned requested date.
