Description
Sources Sought Ref# 2009-70200 This is not a Solicitation. This is a Sources Sought advertisement. This notice is to maximize competition. The National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) is requesting information to determine the availability of qualified contractors to develop a Brief Motivational Intervention (BMI) training guide along with supporting materials. Contractor Qualifications: Must have experience in substance abuse training and development or related field. Must have at least a Masters Degree, PhD preferred. The contractor will perform the following: 1. Revise the BMI script: Condense and summarize the current BMI training guide into a brief script that is a single page in length. This one-page script should be reproducible as a pocket guide for health workers to use while on the job. Two versions of the revised BMI script will be produced camera-ready for reproduction: 1) A pocket-guide version for double-sided printing and laminating, and 2) a patient handout version suitable for duplicating on a copier for distribution to patients. 2. Develop alternate gradients as substitutes for "rulers" Several trainers and country experts have expressed concern that some healthcare clients may not be familiar with "rulers" and that other forms of expression should be developed which may be more easily understood. Several alternate forms of scales will be developed to show gradient measures which may be familiar to clients in term of objects and choices in everyday life. Several options have been considered including the use of circles with increasing degrees light vs. darkness, steps on a ladder, groups of objects (pebbles) of increasing numbers, and liquid or sand containers with varying degrees of emptiness. 3. Produce videos of BMI Produce a BMI video based on role-play scenarios utilizing BMI training. The scenarios should be video-taped to capture demonstrations of the correct method of implementing the BMI intervention. The BMI will be broken into components for videotaping so that trainers can use the video for training of each section separately, and to focus on sections that may require more repetition or review. Several scenarios of BMI implementation should be taped, including a bad example showing how NOT to conduct a motivational intervention. Case examples will be shown including patients at special risk, unmotivated patients, and patients ready for work on cutting back or abstaining from drinking 4. Develop Trainer Guide A trainer guide will be developed to include a PowerPoint presentation for the BMI training. Trainer notes will be provided for each slide, and a separate training instruction booklet will be provided to give trainers overall directions about preparing for and conducting the training. This will also include examples of training exercises, case scenarios, training schedules, and evaluation forms. Evaluation forms will include a consent statement, pre and post training surveys, debriefing questions for key participants, and a follow-up form to assess post training implementation. The guide will also provide advice about refresher courses and sustained implementation through supervision and organizational support. Procedures will be provided for recommended workplace audio-taping of BMI sessions for supervisory review. An agency checklist for supporting Healthcare worker utilization of the BMI will be provided. 5. Develop trainee materials A trainee package will be developed to include a copy of the PowerPoint slides, the training agenda, a brief statement of rationale for use of BMI by healthcare workers in Namibia, a summary of current research evidence supporting the effectiveness of BMI, reference materials about BMI, and other handouts. An electronic copy of a poster will be provided to facilitate discussion of health conditions that make it advisable to abstain from any alcohol use. The trainee materials will also include advice about forming peer support groups to encourage sustained implementation, and the need for organizational and supervisory support 6. Produce integrated training package The total training package will be assembled in an integrated kit which will include the trainers guide, participant materials, DVD with role-play examples, BMI pocket guide, BMI patient handout, and other materials. The package will include overall editing and revisions, page layout, art work, and consistent formatting throughout. The package will have a table of contents for identifying where various components may be found. A flash drive will be provided for electronic copies of all written materials. No quotes are needed at this time. This is a research tool to determine the availability of sources that can provide the services described above.
