- The Department of Veterans Affairs, Construction and Facilities Management is seeking proposals from Contractor for preconstruction services and construction of Southeast Louisiana Veterans Healthcare System (SLVHCS) Replacement Medical Center in New Orleans, Louisiana. This project will be procured utilizing the Integrate Design and Construct (IDc) strategy, which is similar to Construction Management at Risk and Construction Management as Constructor. The work will consist of preconstruction services and an option to construct the replacement medical center of approximately 1,400,000 SF. Contractor shall furnish preconstruction and construction services, labor, materials, equipment, transportation, supervision, coordination, & commissioning necessary to construct this project as required by the statement of work. The SLVHCS Replacement Medical Center Project site is located in District 4 of the City of New Orleans, and is bounded by Canal St., S. Galvez St., Tulane Ave. and S. Rocheblave St., New Orleans, LA. The project includes structured parking, outpatient clinic, inpatient hospital, administrative space, and central energy plant. The offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the State of Louisiana. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. The procurement method is a two phase process. Phase One solicitation evaluation factors will include Factor 1 - Past Performance and Factor 2 - Technical Qualifications. Based on the assessment of Phase One solicitation evaluation factors, the most highly qualified offerors, will be requested to submit Phase Two solicitation proposals. Phase Two solicitation evaluation factors will include Factor 3 - Technical Proposal and Factor 4 - Cost/Price. The basis for award will be Best Value technique. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering recent and relevant past/present performance, technical capabilities, and price. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is more than $100,000,000.00. This solicitation is unrestricted. The NAICS Code for this work is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5 mil. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% HubZone Small Business, and (f) 10% Veteran-Owned Small Business (VOSB). The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about May 28, 2009. A Pre-Proposal conference is scheduled for June 10, 2009 at 10:00AM CDT, The Westin New Orleans Canal Place 100 Rue Iberville, New Orleans, Louisiana.
