Description
This synopsis is being posed to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems command. The Naval Surface Warfare Center, Indian Head Division (NSWCIHD) has recurring requirements for manufactured parts for the following programs: MK1, 12, 16 and 18 ROCAT; CKU 5, 7 and 10/11 ROCAT; MK 82/90; JAU 9; Under Seat Rocket Motors; SR 121 JATO; Roadrunner; MK 106, 109 and 79; PDRM; LTM; and various primer cups and anvils. Due to the sensitive nature of these requirements and the high level of difficulty associated with manufacturing to the required specifications, NSWCIHD established a Qualified Bidders List (QBL) for select parts associated with these programs. NSWCIHD intends to issue indefinite-delivery, indefinite-quantity (IDIQ) contracts to each vendor currently accepted on the QBL. These contracts will be awarded as multiple award contracts (MACs) and each qualified vendor will receive a fair opportunity to compete for future QBL requirements for which they are qualified. Any future changes to the QBL will be incorporated into the IDIQ contracts, either thro! ugh modifications to existing contracts or award of additional requirements. As new vendors are qualified they will be offered IDIQ contracts under the same terms and conditions offered to all other QBL vendors. The purpose of the IDIQ MACs is to facilitate rapid and cost-effective ordering from QBL vendors while maintaining and encouraging a competitive environment and developing long-term relationships with qualified vendors. The ordering period for contracts issued in relation to this notice will initially be 10 years after contract award. The NAICS code is 332995 with a small business size standard of 500 employees. The FSC code is 1377. All interested vendors are encouraged to pursue admission to the QBL. Qualification is ongoing and new vendors may be added at any time. For information about the qualification process, please visit the NSWCIND website at http://www.ih.navy.mil. From the list across the top of the main page, select Working with Us, Procurement, and then select Qualified Bidders List (QBL), from the list under QBL Documents click on QBL Adobe Document. Qualification for some QBL parts that currently have two or more qualified small businesses will only be offered to small business concerns, but qualification on many parts will be offered on a full and open basis to help develop competition. Full and open offerings will be reevaluated periodically. A complete list of parts included in the QBL and their set-aside status is included in a separate attachment. Please include the solicitation number in the subject line of all emails regarding this requirement. The government is not responsible for any undelivered email transmissions. Note: All offerors will be ineligible for award unless they have registered in the DoD Central Contractor Registration (CCR) database and completed the necessary representations and certifications for the NACIS code provided above within the Online Representations and Certifications Applications (ORCA). Information on CCR and ORCA is available through the Business Partner Network (BPN) at www.bpn.gov.
