- The US Army Medical Command, Pacific Regional Contracting Office (PRCO), Tripler Army Medical Center, Hawaii has a requirement for one (1) Nucleic Acid Processor manufactured by Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404-1128 in support of Brian Allgood Army Community Hospital (USAMEDDAC-K) in Seoul, Korea. This requirement is to be purchased on a brand-name only basis. The equipment to be ordered is as follows: (1) PRISM 7500 FAST DX with v1.4 21 CFRp11 Real-Time Set consists of PCR System with Tower Computer: Dell Optiplex GX280, Pentium IV, 2.8GHz Processor, 512MB RAM, Running Windows XP Pro SP1, and 17 Flat Panel Monitor; 7500 Installation Kit, Service Manual, User Manual (1 each), (2) 7500 Fast DX Service Upgrade (1 each), (3) Printer, local (1 each) 4) 1-Year Standard Warranty (1 each) and (5) Shipping Cost direct to Property Book Office, Unit # 15281, Bldg # 5421, Yongsan, Seoul, Korea (1 each). The Solicitation will be issued for an anticipated Firm Fixed Price award. This procurement will be issued using the procedures at FAR 13. The contract will be awarded on the basis of lowest price technically acceptable in accordance with the criteria stated in the solicitation. Delivery will be required at the earliest delivery date available after award of order and shall be FOB Destination. Final Inspection and Acceptance shall be at Destination. All Department of Defense laboratories are required to us FDA approved assays. The new CDC Laboratory Response Network influenza assay is an FDA approved assay and is only designed to be run on the ABI 7500 FAST DX. This assay will allow simultaneous testing for influenza A/H1, influenza A/H3, influenza B and avian influenza AhH5. All Military Training Facilities (MTF) are part of the CDC Laboratory Response Network, the 7500 FAST DX is chosen to be the standard platform for all MTF laboratories. All changes to the requirement that occur prior to the closing date will be posted to ASFI. It is the responsibility of interested vendors to monitor the ASFI website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quote will be provided any changes and/or amendments and considered for future clarifications and/or award. The solicitation will be available on ASFI, no hard copies of the solicitation will be mailed. Any firm that believes it can provide the stated supplies/equipment is invited to submit a written notification to PRCO within five (5) calendar days from the date of publication of this notice but no later than the closing date/time specified on the solicitation. Supporting information must be furnished to demonstrate the firms ability to provide the stated supply/equipment. Information can be sent to the Contract Specialist, Ms. Susan Martinez at susan.martinez@us.army.mil. No telephone or facsimile requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposal procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, PRCO will proceed with the brand name only award.
