- Wisconsin Air National Guard Base, 1919 E. Grange Avenue, Milwaukee, WI 53207 intends to issue an Invitation for Bid (BID) to award a single, firm fixed-price contract for construction services, to provide all plant, labor, transportation, materials, tools, equipment and supervision necessary to install a hydrant refueling outlet on the aircraft parking ramp at the Air National Guard Base, General Mitchell IAP, Milwaukee, WI. This is a construction project to install approximately 375' of 10" stainless steel pipe, 200' of 4" drain line, cathodic protection, a grounding point, 500 SY of concrete, and a hydrant refueling pit (outlet). Project to provide selective demolition, cast-in-place concrete, stainless steel piping, hydrant refueling pit (outlet). Construction shall be performed in one phase and include providing temporary traffic pre-cast concrete barriers to protect construction area. This project has three bid options, Bid Option 1, contaminated water sampling and lab testing, Bid Option 2, contaminated water treatment and personnel, and Bid Option 3, contaminated soil hauling, treatment and disposal. The contract completion time for this project is One Hundred and Eighty (180) calendar days from receipt of notice to proceed. The estimated cost range is between $1,000,000 and $5,000,000. This a Sealed Bid. The North American Industry Classification System (NAICS) code for this procurement is 237310 with an average gross revenue of $31 million for the last three (3) years. Funds are not currently available for the project. The solicitation cited above can be obtained by accessing the secure website known as the FBO (Federal Business Opportunities) and http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. FBO is fully integrated with other electronic government initiatives such as the Central Contract Registration (CCR) database, and is available for use by all Federal agencies. In order to obtain information from FBO, you will first be required to register with CCR. The Central Contractor Registration database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. Effective October, 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL www.bpn.gov. Once you have registered with CCR you will be required to register with FBO. No federal materials can be downloaded until you have registered under both sites. You may access FBO via the following URL http://www.fbo.gov. At a minimum all vendors must supply the following information: Your Company's Central Contractor Registration (CCR) CCR Point of Contact) your Company's DUNS Number or CAGE Code (Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B Number), your telephone number, your e-mail address. Any questions regarding this notification should be directed to the Contracting Officer or Contract Specialist whose name appears herein. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendments if any to the solicitation. Bid and performance bonds will be required. All responsive offers from responsible offerors will be considered. This action is 100% set-aside for Small Business concerns. Small Disadvantaged, Women-Owned, HUBZone, Veteran Owned and Disable Veterans Owned businesses are encouraged to submit bids. The tentative date for issuing the solicitation is on or about 29 May 2009. The tentative date for the pre-proposal conference is on or-about 16 June 2009. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on-or-about 29 June 2009. Actual dates and times will be identified in the solicitation. All contractors and subcontractors interested in this project must register at this site. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) in order to view or download the plans or drawings from the web site.
