- Description
- NASA/GSFC/Wallops Flight Facility (WFF) plans to extend Contract NAS5-98020, a CostPlus Incentive/Award Fee, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for aperiod of 1 year beginning July 1, 2009 and ending June 30, 2010. Subsequent to this oneyear noncompetitive extension, NASA/GFSC/WFF intends to award a new contract based on acompetitive basis. The DRAFT RFP for this competitive acquisition was released April 15,2009. The scope of work of the existing contract requires the Contractor to implementall of the sounding rocket missions for the NASA Sounding Rocket Program (NSRP). Thisincludes the formulation, design, fabrication, testing, and launch of approximately 20 to30 suborbital rockets annually. The contract also supports the electrical fabrication,mechanical fabrication, and environmental testing requirements of Wallops Flight Facilityas a whole. The NSRP supports heliophysics missions that involve auroral activity thatis best studied during the months of January, February and March. As such, the programconducts yearly campaigns at northern latitudes with multiple rocket missions launchedduring this annually scheduled (January through March) event. For the FY2010 wintercampaign, there are currently 4 missions scheduled to be launched from Poker Flat, Alaskaand Andoya, Norway during this period.NASA/GSFC/WFF intends to procure the services ona noncompetitive basis from Northrop Grumman in accordance with 10 U.S.C 2304(c)(1), asimplemented by FAR 6.302-1, Only or a limited number of responsible sources and no othersupplies or services will satisfy agency requirements.Northrop Grumman has the combinedtraining, experience, and expertise to provide uninterrupted continuation of missioncritical support to Wallops Flight Facility, Wallops Island, Virginia. There is no knowncompany that has the ability to establish a viable management support structure that willeffectively transition the in-progress operations for the Sounding Rockets Programs 2010annual winter campaign without causing unacceptable mission disruption and programmaticrisk. Interested organizations may submit their capabilities and qualifications toperform the effort in writing to the identified point of contact not later than 4:30 p.m.local time May 29, 2009. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis. A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice is solely within thediscretion of the government. An Ombudsman has been appointed. See NASA Specific Note"B". All qualified responsible sources may submit an offer which shall be considered bythe agency.
