Description
DRAFT Solicitation Question and Answers 1. What is the target IDIQ vehicle for this procurement. ANSWER: Per the DRAFT solicitation this will be an IDIQ contract with Time and Materials CLINS. 2. What is the target Small Business Participation? ANSWER: Section L.7 discusses the Small Business Participation area of this DRAFT solicitation. 3. The response to the RFP due date is a little unclear, could you clarify? ANSWER: This is a DRAFT solicitation only. The Government is looking for industry comments. The Government anticipates release of the solicitation on 14 May 2009 with proposal due on 15 June 2009. 4. Will you be including a copy of the source selection criteria with the RFP and PWS? ANSWER: Section L and M of the DRAFT solicitation cover this area. 5. Is the final actual solicitation expected to be as a small business set aside? ANSWER: At this time, the Government does not anticipate issuing this solicitation as a set aside. 6. Is this particular solicitation a combination of existing contracts? ANSWER: No, this is not a combination of existing contracts. There is a current contract for this work, W91RUS-08-C-0030. 7. Please verify whether the anticipated procurement W91RUS-09-R-0011, currently represented by a draft solicitation, is in any way restricted to or requiring union membership of the contractor, its subcontractors or any personnel directly performing under the subsequent contract? With the exception of the requirements under the Service Contract Act Wage Determination tables (Attachments J2 through J7) or FAR clause52.222-39 Notification of Employees Rights Concerning Payment of Union Dues or Fees contained in the draft RFP, are there any mandatory contract requirements for union participation or is union participation, in any manner, a condition for award? Specifically, does the contractor have to provide union member employees at Camp Roberts? ANSWER: There are no mandatory contract requirements for union participation for this solicitation at any of the site locations. 8. Is it the governments intent to limit the 21st Sig Bde O&M offerors to those companies that have recent and relevant experience with a single contract in which the company has had to manage a minimum of 100 employees (eg. exclude those who do not) or is this intended to be an evaluation criterion? ANSWER: It is not the Governments intent to limit competition; it is merely part of the evaluation factor. Section L.6.1 will be changed from a minimum of 100 employees to 50 employees in the final RFP.
