- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.603, as supplemented with the format included in this notice and following the Simplified Acquisition Procedures of FAR part 13.5. This announcement constitutes the only solicitation; quotes are being requested and an official written solicitation will not be issued. However, the solicitation requires an additional Statement of Work and RFQ letter located at http://www.aqd.nbc.gov/solic/openmarket.asp. Interested offerors should download the attachments listed under this Solicitation number. The US Department of Interior, National Business Center (NBC) is issuing this solicitation as a Request for Quote (RFQ) for Historian & Researcher services on behalf of the Commission of Fine Arts. THIS IS A 100% SET-ASIDE FOR SMALL BUSINESS. The intended NAICS code is 541720 with the Size Standard of $7.0M and the Product Service Code is: AZ16. However, offerors may propose a different code they believe may apply, which will be taken into consideration by the DOI. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. SPECIAL QUOTE INSTRUCTIONS: 52.212-01 Instructions to Offerors - Commercial Items, 52.212-02 Evaluation - Commercial Items, 52.212-03 Offeror Representations & Certifications - Commercial Items, 52.212-4 Contract Terms & Conditions - Commercial Items, 52.212-5 Contract Terms & Conditions Required to Implement Statutes or Executive Orders - Commercial Items Please note that offerors MUST be certified in ORCA (http://orca.bpn.gov) and CCR (http:www.ccr.gov). The resultant contract will be a Firm-Fixed-Price type. Period of Performance is one six-month Base Period, followed by four (4) one-year Option Periods. CLOSING DATE FOR QUOTES: June 1, 2008 at 5:00 PM EST Offerors must submit their quotes in two volumes: (1) the technical proposal, resume of proposed candidate(s) with relevant experience, past performance contact information, as well as business info including DUNS, Tax ID Number (TIN), NAICS code, etc. and (2) firm-fixed price quote, via email to BOTH Lauren Kunze at lauren_c_kunze@nbc.gov and lawrence_a_williams@nbc.gov.
