- NASA/GSFC has a requirement for the licensing fees for the Reed Solomon 4-Byte IOdesigns for the Magnetospheric MultiScale (MMS) Mission: NASA/GSFC intends to purchase the item(s) from ECC Technologies, Inc.(ECCTek) pursuant tofar 13.106, for the acquisition of supplies or services determined to be reasonablyavailable from only one source. ECCTek is the only company holding a patent for theParallel Reed-Solomon (PRS) Forward Error Correcting scheme. ECCTek's unique knowledgeof encode/decode error correcting syndromes using multiple non-multiplexed symbolsimprove data processing. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon May 22, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
