Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The 99th Medical Group, Nellis AFB Las Vegas, NV, 89191 requires the purchase of the Centricity Perinatal software support agreement for maintenance and support. The 99th Contracting Squadron intends to make an award to make an award to GE Healthcare Bioscience Bioprocess Corp. of 800 Centennial Ave., Piscataway, NJ 08854. Interested parties may e-mail stephen.colton@nellis.af.mil or fax 702-652-5405, Attn: Stephen Colton, not later than Friday, 22 May 2009; 4:00 p.m. Pacific Time. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The OB Inpatient Unit at Nellis AFB uses a combination of hardware and software, purchased from GE Healthcare for monitoring and documentation of all care for labor and antepartum patients. To improve the performance and flexibility of the overall system, a SSA (Software Support Agreement) must be purchased. GE Healthcare is the only company that can provide this SSA (Software Support Agreement). Nellis AFB has already invested approximately $68,000 into the entire OB project. Procuring this type of software from any company, other than GE, would require purchasing new hardware and software, negating all of the money that has already been invested in the OB project. In summary, to procure this type of software from any other company, other than GE Healthcare, would result in substantial duplication of costs, not expected to be recovered through full and open competition.
