- The proposed acquisition is a total small business set-aside. Offers from other than small business concerns will not be considered. The NAICS code applicable to this acquisition is 541620 with a Small Business Size Standard of $7.0 million dollars in average annual receipts as determined by 13 CFR 121.104. The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for commercial service prepared in accordance with Federal Acquisition Regulation 12.6 for Asbestos Sampling of 10 Main Unit Stator Windings at McNary Lock and Dam, 82790 Devore Road, Umatilla, Oregon 97882-1441. The solicitation will be available for downloading on or about May 14, 2009. QUOTATIONS are due May 29, 2009, 4:00 p.m. Pacific Time Zone. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at http://www.ccr.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Offerors need to include a completed copy of provision at FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA). To do so requires CCR registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. If you have completed the ORCA certification, please complete and provide paragraph (b) of FAR Clause 52.212-3 in the solicitation. If you ARE NOT ORCA certified, you will need to complete and provide paragraphs (c) through (m) of provision FAR Clause 52.212-3 in the solicitation.
