- Defense Personnel Security Research Center (PERSEREC) has a requirement to design and conduct personnel security research and development. All work shall take into account previous relevant research conducted by agencies and departments of the United States Government as well as that conducted by academia and the private sector. The taskings require detailed knowledge of historic and current Government policies related to the field of personnel security. Most taskings will require detailed knowledge of Government organizations that make up the personnel security and intelligence communities. Some of the work to be performed will call for expertise with databases and analytical software utilized by the Defense Manpower Data Center. The problems addressed through PERSEREC-sponsored research and development will have important implications for Government personnel security policy, especially that covering military, civilian and contractor personnel within the Department of Defense. Data, research reports, and briefings will be provided to high-level Government officials. Specific taskings will be made in areas such as, but not limited to, Adjudication Decisions and Systems, Screening Systems, Security Management, Future Systems, and Automated Systems and Databases. Anticipated deliverables include management and technical reports; working papers, ACES software and system development, testing and support, eAdjudication testing, implementation, & support; additional software development for multiple research projects; professional development and certification program for personnel security adjudicators. An indefinite-delivery, indefinite-quantity cost-plus-fixed-fee type contract is contemplated with an ordering period of 5 years. The minimum contemplated ordering amount is $100,000.00. The estimated cost of this project is $76,000,000.00. The solicitation will be open to all research and development organizations located in the U.S., including large and small businesses. The Department of the Interior, National Business Center (NBC), Acquisition Services Directorate, Sierra Vista Branch at Fort Huachuca, AZ plans to issue this solicitation on behalf of and in cooordination with PERSEREC. The RFP will be issued on or about June 1, 2009 through FedBizOpps and posted at the following AQD/NBC web site: http://www.aqd.nbc.gov/solic/openmarket.asp - link to be titled PERSEREC Personnel Security Research Center Program. Public comments/questions on the RFP will be accepted through June 15, 2009. These must be submitted in writing to the following email address: Christine_M_Williams@nbc.gov referencing the title of the program PERSEREC Personnel Security Research Program in the subject line.
