Description
The Intelligence Advanced Research Projects Activity (IARPA) is planning to release the ATHENA Program Broad Agency Announcement (IARPA-BAA-09-03) in late June 2009. This program is classified at the TOP SECRET/ Sensitive Compartmented Information (TS/SCI) level. In anticipation of this release, all potential bidders are required to provide a response to this notice so that IARPA can establish temporary Sensitive Compartmented Information Facility (SCIF) Co-use Agreements. This temporary co-use will allow potential bidders the ability to receive and prepare responses to this BAA, and will remain in effect throughout the pre-award phase of the program. PLEASE NOTE: For this program, companies without an existing SCIF will be unable to receive the BAA. Those companies without approved SCIF facilities who are interested in performing on this program may wish to explore teaming options with companies that have existing SCIFs, classified storage, and classified information systems. Based on information provided by the potential bidder, IARPA will make all reasonable attempts to have co-use agreements established; however, the Government cannot guarantee a co-use can be established for each SCIF. Hence, early submission of information will provide the best potential for successful co-use processing. A future announcement regarding availability of the BAA will be sent directly to those vendors who have received co-use agreement approval. IARPA will contact the Primary Point of Contact to announce BAA availability using the unclassified e-mail address provided. Interested potential bidders are required to provide the following information to assist in the establishment of the requisite co-use agreement: Company Name: SCIF Address: SCIF Room Number(s): SCIF Sponsor: SCIF ID Number: Facility Waivers (if yes, list waivers): Level of Facility Accreditation (TS/SI required): Level of Classified Storage (TS/SI required): Open/Close Storage: Level of Information Systems (IS) Processing? Courier System Utilized: Courier Address: Security Officer Name(s): Security Officer Contact Information (unclassified and classified e-mail/phone): Primary Point of Contact (unclassified and classified e-mail/phone): All responses should be directed, via secure channels, to schalot@dni.ic.gov. Responses should be sent as soon as possible, but must be received no later than 5:00EST, 29 May 2009. Those potential bidders planning to utilize multiple SCIFs must provide the above information for each facility. If, for any reason the requested information cannot be provided through the electronic address above, potential bidders should contact IARPA Security, at (301) 226-9101/9003 to make arrangements to send the information via other means (i.e. hand carry, fax, etc.).
