Description
Description: Period of Performance: June 1, 2009 through November 30, 2009 This a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The National Institutes of Health intends to award a contract for Professional Landscaping Services with a six month period of performance. The task is to provide services necessary to design and construct landscaping to “green” building 10 courtyard. (CLIN 0001 - Existing stone shall be removed from the proposed planting beds. CLIN 0002 - The entire area of plantings shall be rot tilled to a depth not less than 12 inches and then 6 inches of organic material with approved soil amendments as determined necessary shall be “tilled” in to provide a suitable planting base. Shredded cypress mulch, compacted to a depth no less than 4 inches, shall cover the entire planting area. CLIN 0003 - Install a trellis system for the south facing wall. Trellis system and plantings to follow to be designed so as not to occlude window areas. CLIN 0004 - Prepare and submit a drawing showing proposed access/egress routes and laydown or other areas as soon as possible after notice to proceed so that proper approvals may be acquired within NIH. DEP can assist with formatting of said drawing. NIH to acquire approval (Site Selection) in a time period not to exceed 3 weeks after acceptance of the drawing. CLIN 0005 - Prepare and submit shop drawings for NIH review and approval. These shop drawings shall depict the proposed plan for providing planting to soften the aspect of the courtyard. Coordinate with Grounds Maintenance and Landscaping. Shop drawing shall include schedules for the work and also show/indicate approved access/egress routes and other areas needed for this construction. Three copies of the final approved shop drawing shall be submitted with comments incorporated along with one electronic copy using AutoCAD or an approved equal. CLIN 0006 - Provide all necessary maintenance to include watering for a period not to exceed one month (4 weeks). After the above time period and full turn over of the area to NIH – NIH will assume maintenance responsibilities. CLIN 0007 - NIH reserves the right to review and approve any of the plantings presented in the narrative description of the concept. CLIN 0008 - Prepare two interpretive signs for interior use (no larger than 4’X8’ and flat) to be wall mounted and one for installation in the courtyard itself. Signs shall show pictures of existing conditions and revised with any necessary explanatory data.) This combined synopsis/solicitation at the National Institutes of Health (NIH), Bethesda, Maryland Campus constitutes the only solicitation and a written solicitation will not be issued. This is a Small-Business HUBZone Set-Aside procurement. The solicitation number is NIHOF2009142. Applicable clauses 52.212 1, "Instructions to Offerors Commercial Item", 52.212 3 "Offeror Representations and Certifications Commercial Items", 52.212 4 "Contract Terms and Conditions Commercial Items" and 52.212 5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items not be accepted. Proposals will be evaluated based on past performance and pricing. Inquiries shall reference solicitation number “NIHOF2009142” and should be directed to the Contract Specialist, Jessica Hadley, via email ( hadleyjn@mail.nih.gov ) only. Offerors shall furnish past performance information for at least three contracts, ongoing or completed within the last three years, for like or similar services held with the NIH, other Government agencies or private industries. The information shall include relevant contracts for similar items and other references including: 1. contract numbers 2. points of contacts (with telephone number and other relevant information) Responses should also include the following information: 1.
