Description
JUSTIFICATION AND APPROVALTO PROCURE USING OTHER THAN FULL AND OPEN COMPETITIONUpon the basis of the following justification, I, as Contracting Officer, VA Puget Sound Health Care System Seattle, hereby approve the use of other than full and open competition for the proposed contractual action pursuant to the authority of 10 U.S.C. 2304 (c)(1)JUSTIFICATION1. Agencies and Contracting Activity. Department of the Veterans Affairs Puget Sound Health Care System, Seattle.2. Nature/Description of Action(s). The proposed action is a sole source action to be awarded as a commercial contract to Building Control Systems, 22218 66TH Ave. W., Lynnwood, WA 98036. A firm fixed price type contract is anticipated and will be issued pursuant to FAR Part 13.5. Anticipated cost of the contract is $78,875.3. Description of Supplies/Services. Access control system for multiple entries at the Mt. Vernon CBOC, plus video surveillance system linked to the access control system. These systems will be integrated into the current system to ensure continuity and integration into the current system.4. Identification of Statutory Authority. 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.5. Demonstration of Contractor's Unique Qualifications.Standardize to existing equipment and installed systems at the American Lake and Seattle campuses. The proposed system will tie into the existing Andover surveillance infrastructure and extend it to the new Mt. Vernon CBOC, consistent with how access control and surveillance is handled at the Bremerton CBOC. The system allows for integration into the current system to ensure continuity of security and access control from a single command and control center.6. Federal Business Opportunities Announcement/Potential Sources. This acquisition was synopsized on the Federal Business Opportunities (FEBIZOPS) website on April 16, 2009 in accordance with the provision of FAR Part 5.7. Determination of Fair and Reasonable Cost. Based on the price information currently available, the contracting officer has adequate information to ensure that the cost to the government for this acquisition will be fair and reasonable. Historical comparison of previous buy through vendor has been established.Previous purchases of the equipment requested: 663-C80771, 663-D86122, 663-C80728, 663-A80113, 663-C70839, 663C70838, 663-C70787, 663-C706938. Description of Market Survey. This effort was synopsized on the FedBizOps website on DATE, as stated in paragraph 6 above.9. Any Other Supporting Facts.The clinic is scheduled to open on June 2 and the equipment must be delivered and put in place as soon as possible.10. Listing of Interested Sources. Building Control Systems11. Actions Taken to Remove Barriers to Competition VA Puget Sound will eventually move to a fully engineered, integrated system to manage all aspects of access and security surveillance. At that time, proposals will be entertained for design and build of such a system.12.
