Description
The Wilmington District, US Army Corps of Engineers is seeking qualified members of the Small Businesses Community (Small Businesses (SB), Small Disabled Small Business (SDB), Woman Owned Small Businesses (WOSB), Service Disabled Veteran Owned SB (SDVOSB), Historically Underutilized Business Zone (HubZones), and Section 8(a) Participants) or small business-led teams, and small business joint ventures and Other than Small (OTS) concerns that qualify under the North American Industry Classification System (NAICS) Code 237990 - Other Heavy and Civil Engineering Construction for the following requirement located in Belhaven, NC. The construction work consists of removal and replacement of timber breakwaters. Timber breakwaters at the mouth of Pantego Creek were authorized for construction by the Corps of Engineers in 1938. These breakwaters provide protection to Belhaven Harbor, Beaufort County, North Carolina, about 140 miles east of Raleigh. The proposed project consists of replacing the damaged breakwaters which are each about 1900 feet long, at the entrance to Pantego Creek, separated by a central 500 foot navigation opening. The existing breakwaters are of a unique fence-like design made of timber pilings, which project above and slightly below the normal water surface. These structures were designed to dampen waves entering the harbor while maintaining some water circulation through and under the breakwater. The face of each breakwater is comprised of 4-foot 8-inch long pales (4 x 8) on 12-inch centers (with a nominal 4-in opening between pales) mounted on 8 x 8 horizontal timber wales. The breakwater face is angled back slightly (about 10 degrees) and has a top height of about 3.5 feet above the water surface and extends about one-foot below the water surface. The face is supported by 12-in diameter treated pilings constructed in clusters of three, each with a forward piling and two rear batter piles. The proposed project will include removal of the remaining aging chemically treated timber structure and replacing it with a timber structure having the same basic design features. This announcement is part of our market research, and responses are sought to identify sources that have the knowledge, skills, and capability to perform the work. Interested contractors, including small businesses and small business-led teams that qualify under NAICS Code 237990, are hereby invited to submit a response to the market survey to demonstrate their technical, managerial, and business capability to provide the requested services. It is anticipated that the Government will issue a firm-fixed price. The Magnitude of Construction is between $1,000,000 and $5,000,000. The period of performance for the contract is approximately 330 days. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL.. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform the anticipated work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Please provide a Statement of Capability (SOC) stating the skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of the companys capabilities. The potential bidders should provide brief references of relevant work they have performed and the magnitude of construction. Also, interested contractors must include bonding information (on the bonding company letterhead) that the company has the capability to provide bonding up to $15 million.
