W9126G-09-R-0118 SOURCES SOUGHT SYNOPSIS: This synopsis is for the purpose to obtain market research only. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED UNDER THIS SYNOPSIS OR UNDER THIS SOLICITATION NUMBER. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information obtained under this synopsis to develop an acquisition strategy to meet the Dyess AFB mission of constructing a new C-130J model aircraft multipurpose hangar and renovation of an existing C-130 maintenance hangar to support the new C-130J model aircraft. The intent of this synopsis is to access industry’s small business concerns specific to 8(a) Small Business companies being serviced by the SBA Divisions located in the State of Texas. Only capable and interested companies providing construction support capabilities, to the Air Force military construction (MILCON) project(s) for aircraft hangar(s) at Dyess AFB, Abilene, Texas are needed. The construction projects needed are estimated to be approximately $22 million over the next two year. The anticipated North American Industry Classification System (NAICS) code related to this program is 236210 Construction Management Firm, Manufacturing and Industrial Building and SIC 1522 with the business size standard at $33.5 million. It is anticipated that this Air Force Program need may be met through the use of a small business competitive process, or set aside to establish a Firm-Fixed Price Contract. The Government is seeking qualified, experienced and reliable sources capable of providing simultaneous delivery of various construction tasks, materials and/or supplies needed to support these projects. These projects are all located on Dyess AFB, Abilene, Texas. CAPABILITY NARRATIVE: Firms interested in responding to this synopsis are required to submit the following information and must be active in the Central Contractors Registration: (1) Company Name, Address, City, State and Zip. Point of Contact, Telephone and Fax Numbers, Email, DUNS and Bradstreet Number, Cage Code, Federal Tax Identification Number and include the Small Business Administration (SBA) District Office. (2) Provide a narrative to describe your firms recent and relative construction experience and past performance delivering similar requirements; recent and past construction work in the area state; recent and relevant experience with federal government work preferred as described above to meet the Air Force Program needs. (3) Provide a narrative to identify which SBA identified regions(s) your firm is located and interested in providing the required construction services. Include in your narrative the maximum contract amounts your firm is capable of providing and whether or not your firm can provide the anticipated bonding capacity of $30 million. (4) Provide a listing of sub-contractors and their size. (5) Provide a listing of your network suppliers/ subcontractors that you anticipate using to meet the above Air Force Program needs. (6) Provide a narrative to describe any industry concern/ constraints regarding the ability to execute the Air Force Program requirements at Dyess AFB, Texas (7) Provide information as stated above if this would be a joint-venture for any or all firms involved. All responses received under this sources sought synopsis will be considered. Responses to this synopsis is limited to the above seven elements. No additional information shall be submitted.
