Description
Project Manager, Sets, Kits, Outfits (PM-SKOT), A component of the U.S. Army Tank, Automotive Command (TACOM) is conducting a market survey to determine the interest and capability of industry to participate in a competitive acquisition for a Hook and Line Kit. The Description for Purchase is attached to this notice. NOTE: ALL SIX QUESTIONS BELOW MUST BE ANSWERED. BE VERY SPECIFIC IN QUESTIONS 4, 5 AND 6. 1. Company name and address 2. Point of Contact; name, position, and telephone number 3. E-mail Address 4. Business Size for this specific, potential procurement; large or small business. - NAICS Code 332212, Small Business Size Standard 500 employees is applicable. - Regulations require a small business nonmanufacturer/kit assembler to possess 500 or less employees and more than 50 percent of the contents of the hook and line kit must be manufactured by small business concerns. Note the information directly below. 5. Small Business firms must state whether they intend to supply more than 50 percent of the items in the Hook and Line Kit with items manufactured by small business firms. - REGULATIONS PROVIDE: Federal Acquisition Regulation (FAR) 19.102(f) any concern submitting a bid or offer in its own name, other than on a construction or service contract, that proposes to furnish an end product it did not manufacture (a nonmanufacturer) is a small business if it has no more than 500 employees, and (at FAR 19.102(f)(2)) A concern which purchases items and packages them into a kit is considered to be a nonmanufacturer small business and can qualify as such for a given acquisition if it meets the size qualifications of a small nonmanufacturer for the acquisition, and if more than 50 percent of the total value of the kit and its contents is accounted for by items manufactured by small business. 6. Small Business Status: HUBZone small business, Service-Disabled/Veteran-Owned small business, etc. ANY FUTURE SOLICITATION FOR THIS ITEM WILL RESULT IN INSPECTION AND EVALUATION FOR PRODUCT PERFORMANCE AND SUITABILITY BY THE U.S. ARMY EXPLOSIVE ORDNANCE (EOD) COMMUNITY USERS BEFORE AWARD OF A CONTRACT.
