- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service, National Operations Hydro Remote Sensing in Chanhassen, MN has a need for uninterrupted T1 Line Internet Services. The government intends to continue this service from Zayo Managed Services aka Onvoy, Inc. located in Minneapolis, MN. The services are for a base period and two option years. It has been determined by the government cannot be without data transfer capability for more than 24 hours due to the critical nature of the centers scientific model data Interruption of service and transfer to another vendor would require assignment of new Internet Protocol (IP) addresses which would effectively cut off service to and from customers and data providers due to firewall issues. The cost impact to the government would exceed approximately $50K to replace equipment, train and certify existing staff, along with the transferring of data. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate for the equipment specified with only one source, Zayo Managed Services aka Onvoy. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within ten (10) days after the date of publication of this synopsis. A determination by the Government not to consider other services based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for the specific product. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrate technical ability to successfully provide the specific services within 24 hours; 2) Demonstrate past performance in providing this type of service to government within the 24 hour timeframe.
