Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for planning purposes to identify interested vendors for the requirement detailed below. A formal solicitation, performance work statement, and technical exhibits are not available for release at this time. In accordance with FAR 19.5 Set-asides for Small Business, the Government will review the information requested in this email to determine the type of set-aside if any for this requirement. The U.S. Geological Survey(USGS), Office of International Programs, has a requirement for the establishment of technical training services to be performed in Afghanistan, the United States and other areas as deemed appropriate. USGS recognizes the potential that Afghanistan's natural resource sector has provided a basis for the economic development of the nation. Hence, the USGS is conducting resource assessments in Afghanistan to develop a sustainable national capability to continue assessment and monitoring work after the USGS effort has been completed. The USGS has the technical expertise to conduct much of this training, however it will also require outside assistance in the development of actual training offerings, in the logistical support of trainees, and in the fiduciary reporting requirements attendant to the administration of monies allocated for these training activities. The custom designed training will provide a broad range of activities such as geological, geotechnical, environmental, biological, policy, and mining disciplines. The program will focus on developing and strengthening the capabilities of Afghan Nationals to conduct national resource and natural hazards assessments and downstream development activities, specifically with the goal of developing an indigenous capability to support and regulate natural resource development. Institutional building or training is one of the seven critical components in the proposed activities designed to rebuild the Afghanistan Government. The Contractor shall be responsible for detailed design of training activities in consultation with USGS. The needs and goals of the training activities shall be determined by the Contractor through consultation and coordination with both the USGS and Afghan organizations. Once programs are approved by USGS, the contractor shall be responsible for implementation. The custom designed training program will cover a broad range of activities including but not limited to: geological, geotechnical, environmental, biological, policy and mining disciplines. The Contractor shall have subcontracting authority, which will enable the firm to retain the services of specialized partners such as academic institutions and subject matter specialists as needed to carry out activities in support of the USGS program. The Government anticipates award of a commercial IDIQ type contract. The procurement is anticipated to be a base year with four (4) one-year option periods. The North American Industry Classification System (NAICS) code is 541712 and the size standard is 500 employees. Small Business Concerns who believe they can responsibly perform this requirement should submit the following information no later than 4 pm, May 18, 2009 EST. 1. Small business status of potential offer (8(a), HUBZone, SDVOSB, etc.) and point of contact information for potential offeror, cage code, and D&B number.2. Provide a capability statement describing expertise and technical qualifications in international affairs relating to business and tax laws in overseas locations. 3. Demonstrate ability to establish and maintain project support staff in overseas offices.4. Demonstrate the ability to disburse funds in foreign countries.5. Demonstrate the ability to provide travel logistics to and from Afghanistan to the US or/ and 3rd country destination.6. Demonstrate experience in providing staff for training logistics internationally.7. Demonstrate the ability to provide staff with technical expertise in the areas of energy, mineral and water resource assessments, seismic hazard assessments, geologic mapping, remote sensing studies across a wide range of instrument platforms, GIS and geospatial infrastructure development.8. Demonstrate specific staff experience in matters relating to environmental monitoring and ecology and related disciplines.
