Description
U.S. Army Research, Development and Engineering Contracting Center, Natick Contracting Division in support of the Joint Service Anthropometric Survey (JSAS) Program Office has a requirement for a three phase effort to conduct an anthropometric survey of U.S. Marine Corp (USMC) active duty and reserve personnel. The objective of this effort will be to develop and execute all activities necessary to conduct the survey, deliver the resulting anthropometric database and summary statistics and produce a final report on the project. The survey will result in a comprehensive anthropometric database representative of the current USMC population that can be used to support design, sizing, and tariffing of USMC clothing and equipment; computer aided design of workstations, workspaces, and vehicles; and 3D solid modeling of body curvatures and shapes for enhanced personnel protective equipment. Phase I will cover the development and validation of all methods, processes, technology, training and documentation to be used in the conduct of the data collection effort; Phase II will cover selection and training of the measuring team; collection of demographic data, traditional measurements and 3D whole body and head/face scans on each subject; implementation of standardized, validated on-site protocols (e.g. subject processing); and data, quality control, error, hardware and software maintenance and management; and Phase III will cover final data editing, determination of derived measures, development and delivery of the anthropometric database, publishing of summary statistics and the final project report. This procurement will be 100% Small Business Set-Aside. The Government anticipates the Request for Proposal (RFP) will be released on or about June 2009.
