Description
Reference NASA Acquisition Internet Service (NAIS) Business Opportunities andFederal Business Opportunities (FedBizOpps) notice number NNS09-30INVALVES. Inconsideration of market research relative to the aforementioned notice, this procurementis conducted on a competitive basis. As such, the NASA/SSC Office of Procurement intendsto issue a Request for Proposal (RFP) solicitation for Thirty-Inch Industrial Water BallValves for the A-B Test Complex to be delivered to the John C. Stennis Space Center,Mississippi. The work to be performed under this requirement shall consist of the manufacture anddelivery of commercial off the shelf (COTS) thirty-inch metal seated ball valves for dropin replacement of existing ball valves in the industrial water delivery systems. Theseball valves have the following characteristics: Designed to ASME 31.3, Resilient metalseats with flanged ends drilled to applicable ANSI B16.1 standard class 250; Doubleseated allowing sealing in both directions; Design pressure of 300 psig; Operatingpressure rating of 0 to 300 psig; Design temperature range of 35F to 150F; Cast iron pipeflanges and fittings; Pneumatic operator with pressure range of 800 to 1000 psig; Limitproximity switches (totally enclosed) for both open and close; Self-flushing cast ductileiron body; Flange to flange dimension of 46 inches; Overall size replacement and generalconfiguration of existing, older valves (Henry Pratt Company Thirty-Inch Double Seat BallValves) thereby requiring no modification of mating pipe system, commercially cleanedprior to assembly, hydrostatic tested to 1.5 times MAWP, and leak tested per manufacturerstandards; external surfaces to be painted per manufacture standards (primer and top coatminimum); include 1 rebuild kit per valve (price separately). The government intends to issue subject Request for Proposal (RFP) under CommercialSimplified Acquisition Procedures (SAP) in accordance with Federal Acquisition Regulation(FAR) Parts 12 and 13, and any resulting award will be made in the form of a five (5)year, Single Award, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity(IDIQ) contract. The anticipated issue date of subject RFP is on or about MAY 21, 2009with an anticipated offer due date of JUNE 11, 2009. It is anticipated that this action will be issued as unrestricted. The NAICS Code andSize Standard are 332911 and 500 employees respectively. All responsible sources maysubmit a proposal, which shall be considered by this agency. The DPAS Rating for thisprocurement is DO-C9. FOB is destination. The evaluation factors for this procurementare in development and will likely include Technical Compliance, Price, Past Performance,and Schedule. The Government reserves the exclusive right to award to other than the lowofferor on this "Best Value" procurement.
