Description
SynopsisThe U.S. Department of Energy (DOE), Office of River Protection (ORP) planstoaward a modification to Contract No. DE-AC27-07RV14884 by means other thanfull and open competition. DOE ORP plans to award a sole source contracttoEnergySolutions, LLC, located at 6100 Chevy Chase Drive, Laurel, MD, 20707.Energy Solutions, LLC will provide expert glass development testing anddatacompilation services for ORP, using the Vitreous State Laboratory, insupportof the Hanford Wasted Treatment Plant (WTP).DOE ORP requires the technical expertise in glass development testing inorderto support the vitrification processing of High Level Waste (HLW) and LowActivity Waste (LAW) for the WTP. The contractor must be uniquely qualifiedtoprovide the technical expertise and facilities necessary to complete thetesting of HLW and LAW materials. DOE ORP requires a contractor withspecialized knowledge of the specific issues surrounding the testing doneonthese materials in order to compile the necessary database of glasscompositions and measured properties. DOE ORP requires an Engineering TestforDWPF Bubblers, consisting of an expert study on alternative waste streamprocessing by use of bubbler technology using a DWPF melter in Aiken, SC.DOE ORP has determined that this requirement can only be satisfied by theunique services offered by Energy Solutions, LLC. Energy Solutions, LLC istheonly firm that is uniquely capable of providing the expertise andfacilitiesnecessary to complete the testing and data compilation of the HLW and LAWglassproperties. This testing is estimated at approximately $400,000 and is tobegin no later than May 26, 2009.The statutory authority permitting this action is 41 U.S.C. 253(c)(1),whichdetermines that only one responsible source exists and no other supplier orservices will satisfy agency requirements.This notice is not a request for proposals, and none will be accepted;however,DOE ORP will review any information submitted by interested parties todetermine if they could potentially fill similar requirements in thefuture.Any questions or comments regarding this action shall be e-mailed to JohnSherwood, Contract Specialist, DOE Office of River Protection, Richland, WA99354, at john_r_sherwood@doe.orp.gov.
