Description
The Veterans Integrated Service Network #04 (VISN04) Logistics Office (529 / Bldg. #19 / Rm. 110), located at 325 New Castle Road, Butler, PA 16001-2480 is soliciting for a Service Disabled Veteran Owned Small Business Competitive Set-aside for the Recovery Act project Phase-III Electrical. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for Renovation of the Phase III Electrical project as indicated in drawings and specifications for project R529-08-105. The NAICS code for this project is 238210 Size Standard $14.0 million dollars with a Firm Fixed Price contract being anticipated. Questions regarding this solicitation must be in writing to the Contracting Officer, via fax at (724) 477-5026 (Fax) or email: michael.fisher3@va.gov. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The solicitation will be issued on/about May 25, 2009, with a proposal response expected to be June 29, 2009. The estimated project dollar amount is between $2,000,000.00. to $5,000,000.00. Offers will be accepted from only responsible and responsive contractors currently engaged in the type of work being required by this solicitation. Technical Evaluation Criteria for this solicitation are as follows: (1) Construction Management; (2) Past Performance; and (3) Proposed Schedule, when combined, they are more important than Price. At the proposal response contractors shall provide one hard copy of the Bid Bond, one hard copy of the signed Price proposals and one CD of the Technical Proposal that will also contain an electronic copy of the bid bond and signed pricing proposal. remember this must all be presented at the time of the proposal response date. Pre-bid conference will be held on Friday, June 19, 2009, at 10:30AM EST at the VA Medical Center, 325 New Castle Road, Butler, PA 16001-2480 in the main auditorium in Bldg #1. Eligible parties should be present with any questions or concerns regarding this solicitation in writing for formal response. The project duration is expected to take 450 calendar days for the Base proposal and adjusted for any of the alternates proposals as described in the specification and drawings.
