- The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services within Portland, ME, defined as follows: The contractor shall be located within five miles (in any direction) from the location where the federal offenders are housed. Local bus transportation that provides direct service for the drug abuse treatment services for Federal offenders is acceptable. The location of the housing facility is 5 Grant Street, Portland, ME 04104.
