Description
The US Army TACOM seeks information from industry and Government on existing experience and expertise to replace the current M252 81mm mortar launchers in the USMC Light Armored Vehicle-Mortar Carriers (LAV-M) with the USG developed 120mm Dragonfire II mortar system. TACOM anticipates full and open competition within industry and Government for System Integration Design Development and subsequent production in 60 LAVs. When completed, this effort will produce a highly mobile, lethal and responsive indirect fire capability for the USMC Light Armored Reconnaissance Battalions. This market survey is not intended as a solicitation; no contract will be awarded as the result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any subsequent information requests. The information gathered by the questions will be used to shape TACOMs acquisition strategy. The features of the Dragonfire II and LAV-M are described below. Dragonfire II. The Dragonfire II is based on the TDA Recoiling Rifled Mounted Mortar. It incorporates the TDA rifled tube, semi-automatic loading device and recoil mechanism. Weapon pointing and vehicle location are managed by a Portable Lightweight Global Positioning System Receiver (PLGR) and Honeywell TALIN 5000HG Inertial Navigation Unit. The US Armys M95 Mortar Fire Control System is integrated to permit tactical and technical Fire Control capability and autonomous operation. Weapon slewing and elevation are provided by an electrically powered actuated GD-OTS servo system. The weapon is currently at a Technology Readiness Level (TRL) 5. An R&D phase is anticipated to bring the TRL to a level 9. LAV-M. The LAV-M is a GDLS-C (56161) built 8X8 USMC wheeled vehicle in the 16 ton weight class. Its internal hull will be modified for weapon mounting and operation, ammo stowage and crew seating. A crew size of 4 is anticipated. Full automotive performance will need to be retained following weapon integration. Question- Expertise and experience in - Subject -: Engineering and Manufacturing Development (E&MD) for the integration of large caliber weapons into automotive platforms. 1)Describe your integration experience working with large caliber weapon systems into similar vehicles. a) Provide names of weapon systems and platforms that were integrated. b)Describe your roles in the integration. (managers of activities, design and development, integrators, etc&)2)Do you have the facilities to accommodate LAV-M modifications and integration?3)Do you have the resources to perform the integration?a) What is the size of your company b)Number of resources available to support this integration. 4)What technical challenges do you foresee to meet these requirements? -Subject-: E&MD for the modification of large caliber weapons for integration into automotive platforms.1)Describe your experience in working on similar weapon systems. 2)Describe your engineering expertise/manufacturing capabilities.3)Describe your experience with rifled mortars systems? 4)Describe your experience in designing ammunition stowage and handling systems. 5)The Government is considering using either hydraulic or electrical automated weapon control. What is your relative experience in integrating these systems onto weapons and onto vehicles?6)Describe your facilities/capabilities with regard to the design, manufacturing, assembly, and/or testing of major weapon system components, including recoil systems and powered actuators. -Subject-: Production in the modification of automotive platforms and installation of large caliber weapons to an established TDP. 1)Describe any previous integration experience on similar automotive platforms in a production environment. 2)Describe existing production capabilities and facilities to support the integration. 3)Identify the number of the integrated systems that your company fielded and to what customers. 4) Would your company consider this experience of a commercial nature as defined by FAR 2.101. -General Submittal Requirements-: The submitted responses will be protected from unauthorized disclosure in accordance with FAR 15.207, applicable law, and DoD regulations. Vendors are expected to clearly mark each page of their submission that contains proprietary information. Responses will not be disclosed outside the Department of Defense.The NAICs code for the integration effort is 541330 and the Small Business Standard is $27.0M. The NAICs code for production is 336992 and Small Business Standard is 1,000 employees.
