Description
This procurement is an Enhanced Use Lease (EUL) opportunity at the Naval Submarine Base New London (NSBNL), Groton, Connecticut. The proposed site is comprised of paved and unimproved area totaling approximately 4.34 acres. The site available for lease is located at the southeast ("SE") corner of NSBNL at the intersection of Crystal Lake Road and Route 12. NSBNL is on the east bank of the Thames River, partially located in both, the Town of Groton, Connecticut and the Town of Ledyard, Connecticut, approximately 55 miles from Providence, RI, 50 miles from New Haven, CT, and 55 miles from Hartford, CT. The EUL site is located within the fence line of NSBNL, which is a closed base, not open to the general public. Ingress and egress to the site could potentially be obtained from public roads Route 12 or Crystal Lake Road by repositioning the existing security fence. Procurement Process: The Navy is seeking a lessee to establish, operate and maintain a retail/recreational development that will enhance the quality of life for Navy personnel and the surrounding community and serve as the primary economic driver of the site in exchange for in-kind-consideration not less than the fair market value of the leasehold interest in the real property. The Government intends to award the EUL using a two-phased, best value source selection process. Specific source selection procedures, submission requirements, evaluation criteria, and the obligations and responsibilities of the successful Offeror are identified in the Request for Qualifications (RFQ) N40085-09-RP-00018 RFQ N40085-09-RP-00018: The RFQ is issued as an attachment to this Announcement. The RFQ is also available at http://www.navyeul.com/projects/new_london_corner/docs.php. While the Navy intends to enter into a Lease with an Offeror selected through the process set forth in the RFQ, the Navy is under no obligation to do so. The Navy reserves the right to cancel this RFQ at any time or to reject any and all submissions prepared in response to the RFQ. The RFQ does not commit the Government to contract for services, or to pay any costs incurred in preparation of any submission in response to the RFQ.
