- The Defense Security Cooperation Agency ( DSCA) intends to negotiate a sole source procurement by modifying the existing purchase order HQ0013-08-P-0076, with CPN-NETWORK, LLC, 1818 NEW YORK AVE NE STE 226A, WASHINGTON DC 20002-1851 to upgrade the National Defense University’s existing audiovisual systems for the three conference rooms and two lecture halls located at Near East South Asia Center for Strategic Studies (NESA) on the fourth floor of the US Coast Guard Headquarters building adjacent to Fort McNair, Washington DC. This procurement is being made pursuant to 10 U.S.C. 2304(c) 1 and FAR part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. The existing AV equipment is currently under warranty by the current contractor. Award to any other source would result in voiding the AV integrator's warranty and substantial duplication of cost to the Government that is not expected to be recovered through competition. All interested sources must respond NLT 21 May 2009, 1000 Hours. A determination by the Government not to compete this proposed contract based upon responses is solely within the discretion of the Government.
