Description
This is a SOURCES SOUGHT Notice issued by the U.S. Nuclear Regulatory Commission (NRC), Office of Information Services and Office of Administration, to conduct a market survey and analysis for the project work titled, “Information Technology Infrastructure and Support Services” (ITISS) as described below. It is a follow-on announcement to the Sources Sought Notice posted on January 6, 2009: https://www.fbo.gov/index?mode=form&id=1d2acd4e9b9ada0cdd22cfc042488a55&tab=ntype. To give vendors a detailed understanding of the NRC’s requirement, a copy of the Draft Statement of Work is attached. This is not a Request for Proposal and in no way commits the Government to award a contract. The purpose of this announcement is to provide potential sources the opportunity to comment on the current draft of the statement of work as well as answer specific market survey questions. All interested parties, including large businesses and all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are encouraged to respond. Background The U.S. Nuclear Regulatory Commission (NRC) was created as an independent agency by Congress in 1974 to enable the nation to safely use radioactive materials for beneficial civilian purposes while ensuring that people and the environment are protected. It regulates commercial nuclear power plants and other uses of nuclear materials (such as in nuclear medicine) through licensing, inspection and enforcement of its requirements. The NRC’s headquarters are in Rockville, Maryland, and it has multiple offices within the Continental United States (CONUS). The agency’s current IT infrastructure services vehicle (NRC-DR-01-290; NRC ADAMS Accession #: ML012850130) expires on September 27, 2010. The NRC intends to acquire services and support for its IT environment from a contractor. The NRC requires this contractor to integrate the current NRC IT environment into a centrally managed enterprise system capable of providing support 24 hr/day, 7 day/week, and 365 days/year, along with the ability to address future enhancement, modernization, and technology change. The contract envisioned by the NRC will include primarily the following Information Technology Infrastructure Library version 3 (ITIL v3) sub set of service areas (in partnership with the NRC): 1 Service Strategy 1.4 Demand Management 2 Service Design 2.1 Service Catalog Management 2.2 Service Design 2.3 Service Level Management 2.4 Capacity Management 2.5 Availability Management 2.6 IT Service Continuity 2.7 Information Security Management 3 Service Transition 3.1 Service Asset and Configuration Management 3.2 Transition Planning and Support 3.3 Release and Deployment Management 3.4 Change Management 3.5 Knowledge Management 4 Service Operation 4.1 Event Management 4.2 Incident Management 4.3 Problem Management 4.4 Request Fulfillment 4.5 Service Desk 4.6 Technical, Application, and Operations Management 5 Continual Service Improvement (CSI) Responses to Sources Sought Notice The NRC is seeking commercial organizations capable of providing agency-wide ITISS in prime and/or sub-contractor roles. Responses to this notice shall include: 1. Completion of the questionnaire included with this synopsis (Excel format provided). Responses will be limited to 1500 characters for each question. Font is to be in Calibri, 12 point and should be completed in the Excel spreadsheet provided. Any organization responding to these QUESTIONS must ensure its response is complete and sufficiently detailed. A government employee will review all submissions for responsiveness to this notice. 2. Submission of comments and questions on the draft Statement of Work. Please submit questions and comments in a Word document as an attachment. The Government does not intend to award a contract based on this submission to the Sources Sought Notice nor does it intend to pay for any costs incurred in response to this announcement. The Government reserves the right to group relevant questions together, consolidate answers to questions received, and refrain from answers to inquiries involving predecisional information or that are deemed not relevant to the program. Responses will be accepted immediately but are due no later than June 15, 2009 by 12:00 noon (local time). Telephone inquiries or responses will not be accepted.
