Description
The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) is soliciting proposals for the Aviation Weather Office located at the WJHTC, in Atlantic City, NJ, and FAA Headquarters, Washington, DC. The Aviation Weather Office requires support to conduct research for the development of the Next Generation Air Transportation System (NextGen), the sustainment and transition of legacy National Airspace System (NAS) subsystems, and other weather efforts, including support of the Joint Planning and Development Office (JPDO). The selected contractor shall provide support to improve detection, forecasting, integration and dissemination of weather information to reduce the impact of weather on NAS/NextGen operations. This support shall be met by means of engineering and other technical resources and experience necessary to research, design, and develop weather capabilities as well as evaluate and maintain weather systems and capabilities designed and developed outside the Aviation Weather Office. The Government intends to evaluate and award in response to this SIR a single, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Cost Plus Fixed Fee (CPFF), Level of Effort (LOE) contract for a 60 months/ 5 yr period of performance. The award will be made to the responsive/ responsible offeror whose proposal provides the best value to the Government. The evaluation will be based on the following four (4) technical factors: (1) Corporate Experience/ Past Performance (2) Key Personnel (3) Technical Approach and (4) Program Management/Transition Plan. This proposed procurement is for full and open competition. The NAICS code is 541330, Engineering Services with a size standard of $4.5 million. Proposals are due no later than 22 June 2009 by 2:00 PM, EST. This SIR does not commit or obligate the Government. Offeror's are cautioned to review all attachments.
