Description
Aerospace and transportation industry changes necessitate that the Federal Aviation Administration's Office of Aviation Safety (AVS) maintain a Quality Management System (QMS) that will enable the total organization to continually manage change that effectively improves safety oversight of the United States (U.S.) National Aerospace System (NAS). The AVS organization is composed of over 7000 people geographically distributed to over 150 locations that execute system, business and technical processes. The most effective means to achieve this goal is for the AVS organization to sustain their fulfillment of the International Organization of Standardization (ISO) 9001:2000 requirements. Having completed one (1) three-year cycle of registration and surveillance audits, AVS must now complete a recertification audit. In order to accomplish this goal, AVS requires the services of a qualified contractor to perform the required recertification audit and the subsequent surveillance audits. The Federal Aviation Administration (FAA) anticipates awarding a Firm Fixed Price contract for one base year, with two one year options. This is a full and open competition. All interested sources are referred to the attached SIR/RFO. All responses to this SIR/RFO must reference the solicitation number: DTFAWA-09-R-01489 and be submitted to the following address: Federal Aviation AdministrationATTN: Princess Cannon, Room 406W800 Independence Avenue, S.W.Washington, DC 20591princess.cannon@faa.gov The date and time for receipt of proposals is 4:00 p.m., Eastern Daylight Time (EDT), June 4, 2009 (facsimile responses are not permitted). Any responses received after that date and time will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals for Submittals. Proposal Submissions must be in accordance with Section L of the SIR/RFO. If all requested information is not furnished, the vendor's response may be determined unacceptable. Oral or written communications with offerors, during the screening process, will be conducted if the FAA deems communication is necessary.
