- This is a Small Business Sources Sought announcement seeking only qualified Small Business responses in order to determine small business participation in this acquisition. The Mission and Installation Contracting Command, MICC Center - Fort Eustis intends to procure information (IT) systems management and technical services to support the Program Manager Distributed Learning System (PM-DLS). The services to be performed include: "PM DLS office support composed of administrative services, DLS customer outreach communications, office IT systems, facility management, and technical document preparation. "DLS security management, information assurance and accreditation. "Technical expertise support for controlling, evaluating, implementing and documenting technical/procedural changes to the DLS. "Sustainment support of the DLS including hardware/software lifecycle management, maintenance, sustainment and technical oversight of the Digital Training Facilities (DTF), Enterprise Management Services (EMS), Deployed Digital Training Centers (DDTC), Army e-Learning System, and the Army Learning Management System (ALMS). "Financial Resource Management services including preparation of financial plans, analysis of financial plan and expenditures, and contract ordering/receiving/invoicing support. "DLS reporting and analysis services including risk management, system performance metric monitoring, Lean Six Sigma team support, and contract quality assurance support. "Customer service support for courseware developers and operational testing of courseware. The designated NAICS Code is 541519 Other Computer Related Services. Your response shall include the following information: size of company (i.e., SB, 8(a), HUBZone, WOSB, VOSB, SDVOSB, SDB, SB), special category (if applicable), revenue for the last three years, number of employees, relevant past performance on same/similar work for not more than three years, and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately. Submissions are limited to 10 pages.
