- The Marine Corps Systems Command intends to award a sole source contract to General Dynamics, C4 Systems, 8201 East McDowell Road, Scottsdale, Arizona for engineering services to incorporate the Combat Operations Center (COC) (AN/TSQ-239) into CAC2S. Engineering services will include supporting Government lab and field activities in network design, trailer configuration modifications, data collection and analysis, and the development of an Engineering Change Proposal and Technical Data Package to modify the COC to meet the CAC2S processor and display capabilities. The justification permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302.1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." General Dynamics is the designer, developer, original equipment manufacturer (OEM) and sole producer of the COC This notice of intent is not a request for competitive proposals. No RFP is available for competitive bidding; however interested parties may submit a statement of capability for satisfying this requirement to Ms. Sharan Lind-Shields at Sharan.lind-shields@usmc.mil. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
