- SYNOPSIS: The U.S. General Services Administration (GSA) is seeking Offerors to design, construct, and maintain an office facility under a long-term lease agreement. The successful Offeror will be selected through a best value procurement using Two Phase Source Selection. As part of the lease agreement, the Government will transfer an option to purchase a pre-selected site to the successful Offeror. The pre-determined site is located within the city limits of Chesapeake, Virginia. All offerors will be required to submit proposals specific to the designated site. The successful Offeror will design, construct and then lease to the Government an office facility consisting of a maximum of 131,463 rentable square feet, yielding approximately 114,316 ANSI/BOMA Office Area square feet, of office and related space, plus 179 secured, structured parking spaces, 15 secured surface parking spaces, and 25 additional surface parking spaces. The lease term will be twenty years, firm. This project will follow the guidelines of GSA’s Design Excellence Program, which emphasize designs that embody the finest contemporary architectural innovations while maximizing workplace efficiency and minimizing environmental impact. The office facility must be designed and constructed to achieve at a minimum the LEED Silver rating in the New Construction (LEED-NC) Category Version 3. The security level for this office facility has been classified as Level IV, and all associated security requirements set by the Interagency Security Committee, as well as additional security requirements, apply.
