- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Lockheed Martin Corporation to procure Direct Instrument COntrol Software (DICONS), a Commercial-Off-The-Shelf (COTS) software tool used for the Consolidated Automated Support System (CASS) troubleshooting and Test Program Set (TSP) integration. This procurement is for the Canadian Military Forces. This software will allow the Canadian Forces to test, troubleshoot and fault isolate path related failures on CASS. The software will also be used for test and simulation capabilities necessary for coding and integration of new TPS and engineering investigations of reported problems with fielded TPSs. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current software data rights to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
