- TA5 Central Campus Building C-2, Fort Lee, VA. This is a One-Step Design Bid Build Procurement. The project will provide Ordnance Training Bldg C2 for the Central Campus at Training Area 5 (TA5) Fort Lee, Virginia. This project provides a maintenance training facility for the purpose of Ordnance Training and consists of the following spaces: administrative, general instruction, vehicle maintenance instruction and organizational storage. The evaluations factors for this procurement is as follows, listed in descending order of importance. FACTOR PERFORMANCE CAPABILITY: (1)Specialized Experience (2) Past Performance (3)Proposed Contract Duration and Summary Schedule (4) Organization/Technical Approach (5) Key Personnel Capabilities and Experience and (6) Small Business Utilization. Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THIS PROCUREMENT IS AN UNRESTRICTED PROCUREMENT. The construction duration is 15 months from receipt of Notice to Proceed. The magnitude of construction is estimated to be $29,000,000.00. The receipt date for proposals is June 23, 2009 by 2:00 pm. NAICS CODE 236220 applies to this procurement. Submission requirements (plans/specs) will be available on/about May 20, 2009 via Federal Business Opportunities (FedBizOpps, https://www.fbo.gov). Search on W91236% for solicitations issued by Norfolk District. No hard copies will be available. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database in order to obtain access to FedBizOpps. CCR Registration must also be active and current to be eligible for contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.bpn.gov.
