- The United States Army CECOM Contracting Center- Army Contracting Command, Fort Monmouth, NJ, 07703-5000 intends to procure two types of 400 Hz Frequency Converters, National Stock Numbers (NSNs) 6130-01-507-7914 and 6130-01-507-8120 that are used in the AN/ASM-146 and AN/ASM-189 Transportable Electronic Maintenance Shops (TEMS), respectively, to provide 400 Hz of power to repair avionics equipment. The anticipated effort is intended to be a Sole Source, five (5) year, Firm Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract in accordance with 10 U.S.C. 2304(c)(1) and, FAR 6.302-1, One Responsible Source, with AMETEK Programmable Power, Inc.(formerly Elgar Corp.), 9250 Brown Deer Road, San Diego, CA 92121-2294 (Cage Code 25965). The 400 Hz Frequency Converters are commercial items that were designed and manufactured by Elgar to meet specific performance, interface and operational requirements for the AN/ASM-146 and AN/ASM-189 TEMS. The procurement of these items is in accordance with FAR 12.101(b) to acquire commercial items when they are available to meet the needs of an agency. AMETEK is the only known manufacturer of the required frequency converters and possesses essential manufacturing data. The Government does not possess technical data drawings or specifications that completely define form, fit or function (F3). The NAICS code for this procurement is 335312 with the corresponding Small Business Size Standard of 1,000 employees. Items shall be shipped FOB Destination to New Cumberland Army Depot, New Cumberland, PA 17070-5001. The potential offeror must have the ability to abide by the following delivery schedule. For NSN: 6130-01-507-7914 a quantity of 5 units each to commence 90 days after Receipt of Order (ARO), then 5 units each per month thereafter until completion. For NSN: 6130-01-507-8120 a quantity of 10 units each to commence 90 days after Receipt of Order (ARO), then 5 units each per month thereafter until completion. Inspection and Acceptance will be at Source. The estimated maximum amount for this effort will be $1,400,000.00. The Solicitation Number assigned to this effort is W15P7T-09-R-C010 and will be issued on or about May 30, 2009. The estimated award date is approximately September 30, 2009.
