Description
The Department of Energy (DOE) is pursuing a sole source contract with Wood MacKenzie for Pathfinder Subscription Service Database. The Period of Performance is April 1, 2009 to March 31, 2010. The requirement consists of licenses for the current version of the Pathfinder service, which compiles field level information on historical and projected hydrocarbon production, development history, financial indicators, and corporate holdings. This database is critical component of numerous reports required from EIA by law, for example the Annual Energy Outlook and the International Energy Outlook. This requirement is composed of a basic package of licenses and support which will form the initial award, with further optional items to be awarded subsequently based on funding availability. The specific exception to the Act allowing this action is Section 303.c. (1), which allows an executive agency to acquire property or services from one responsible source to satisfy the agency needs; the applicable authority is 10 U.S.C. 2304 (d) (1) (B), as implemented by FAR 6.302-1(a)(2)(ii). This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit a proposal and rationale as to why they should be considered by May 20, 2009 to: Monica Serrano, MA-641.3, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to monica.serrano@hq.doe.gov.The written response must include a discussion of why an alternate organization should be considered, general proposal for offering the service mentioned in this announcement, past performance client information for similar work, and a rational why your firm?s proposal would be in the Government?s best interest.
