Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Protected Resource s Division located in Long Beach, CA on a sole source basis with Industrial Economics, Incorporated. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under this contract, the contractor will conduct economic analyses and prepare economic reports in support of a proposed Endangered Species Act (ESA) section 4(d) Rule and a final critical habitat designation for the threatened Southern Distinct Population Segment of North American green sturgeon (hereafter "Southern DPS"). The primary objectives of this contract are for the contractor to: a.)Conduct analyses of the potential economic impacts of the green sturgeon ESA section 4(d) Rule and critical habitat designation on affected entities. The geographic scope of the analyses includes the western coastline of the continental U.S. and Alaska and estuaries, bays, and inland waters of Washington, Oregon, and California; b.)Complete a draft Regulatory Impact Review and Initial Regulatory Flexibility Analysis (RIR/IRFA) for the proposed ESA section 4(d) Rule; and c.)Revise and finalize the economic report and Final Regulatory Flexibility Analysis (FRFA) for the final green sturgeon critical habitat designation. The overall economic assessment will require the following work activities: a.) Revise the Final Draft RIR/IRFA dated February 7, 2008 to incorporate recent changes to the structure and requirements of the ESA section 4(d) Rule; b.)Revise the economic analysis of critical habitat in response to public comments received. Several commenter have submitted new information that must be incorporated into the report; c.) Revise the economic analysis of critical habitat to respond to planned changes to the rulemaking. This effort will include boundary changes to nearly all of the units previously analyzed, and may include analysis of one additional area not previously analyzed; and d.) Assist in drafting responses to public comments related to the critical habitat rule. Proposed contractor Industrial Economics, Incorporated (IEc) is uniquely qualified to conduct this work because they have extensive experience evaluating the costs, benefits and distributional effects of programs designed to protect ESA listed species. Over the past three (3) years, IEc has worked with NMFS to conduct the economic analyses and prepare the draft economic report, this contract would allow IEc to continue work on the same project and support IEc's work to complete the draft and prepare final economic report required for the final critical habitat rule. The government intends to negotiate a firm- fixed price contract with a period of performance of 16 months from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
