Description
The Department of Labor, Mine Safety Health Administration (MSHA) is seeking to retain the services of a utilities industry qualified contractor to assist in the tracking, analysis, and reporting of energy and water consumption and cost expenditures for utilities utilized in select buildings under the jurisdiction of the Department of Labor in accordance with the goals of Executive Order 13423, the Energy Independence and Security Act of 2007, also known as EISA 2007, as well as the energy and water reporting requirements of the Department of Energy's Federal Energy management Program (FEMP). The Contractor must supply an internet based system and services to provide the Department of Labor the necessary tracking, analysis, and reporting capabilities for on-going evaluation of the total energy and water use in select DOL facilities relative to FY2005 levels as well as an end-of-year report which provides the required energy and water consumption data for inclusion in DOE's Annual Energy Management Data Report. SYSTEM MINIMUM REQUIREMENTS: 1. The Contractor's system must have an open architecture to allow the capability to make unlimited modifications, enhancements, and additions to add functionality and new capabilities to the system at any time. 2. The Contractor's system must be a Turn-Key system - No programming or data entry must be necessary by the user. 3. The Contractor's system must be Internet based and hosted on the Contractor's web server; password-protected for confidential access; and have the capability to provide customized reporting. 4. Any and all maintenance, upkeep and/or updating of the system will be done by the Contractor. REGISTRATION IN THE CCR IS MANDATORY.
