Description
Naval Air Warfare Center, Training Systems Division, in support of the Center for Security Forces intends to issue a contract modification to Automation Precision Technology, under contract N61339-02-D-0017, on a sole-source basis due to only one responsible source who can meet the requirement until the full scope of the requirement can be solicited competitively. This contract modification will temporarily extend the period of performance from 31 July 2009 until 31 May 2010. Although more than one source may be able to fulfill the requirement, this would create substantial duplication of cost to the Government that is not expected to be recovered through a competition for the short-term extension of services. In addition, award to any other source would result in an unacceptable delay of work in fulfilling the agency’s requirements. An acquisition strategy has been developed to transition to the Fleet and Industrial Supply Center (FISC) Norfolk the recompetition of the requirement on a competitive source selection basis. This contract extension will provide for instructional support in the Norfolk, VA area for the Security Reaction Forces-Basic (SRF-B) course on a turn-key basis, with the contractor providing all instructors, course materials, equipment and facilities. The SRF-B course will provide Navy personnel the fundamentals of watch standing, the use of weapons and watch standing. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
