Description
Naval Air Warfare Center, Training Systems Division, in support of the Center for Security Forces, intends to issue a contract modification to U.S. Training Center, under contract N61339-02-D-0015, on a sole source basis due to only one responsible source who can meet the requirement until the full scope of the requirement can be solicited competitively. This contract modification will temporarily extend the period of performance from 31 July 2009 until 31 May 2010. Although more than one source may be able to fulfill the requirement, this would create substantial duplication of cost to the Government that is not expected to be recovered through a competition for the short-term extension of services. In addition, award to any other source would result in an unacceptable delay of work in fulfilling the agency’s requirements. An acquisition strategy has been developed to transition to the Fleet and Industrial Supply Center (FISC) Norfolk the recompetition of the requirement on a competitive source selection basis. This contract extension will provide instructional support for the following: Norfolk, VA - Security Reaction Forces – Advanced (SRF-A), Visit, Board, Search and Seizure Mechanical Breacher (VBSS MB), Small Arms Marksmanship Instructor (SAMI); San Diego, CA - Security Reaction Forces – Basic (SRF-B) and San Antonio TX- Law Enforcement Master At Arms. The courses in Norfolk and San Diego are taught on a turnkey basis, with the contractor providing all instructors, course materials, equipment, and facilities. The course in San Antonio, TX is taught on an Instructor/Only (I/O) basis. The SRF-B training will provide Navy personnel the fundamentals of watch standing and the use of weapons. The SRF- A training will provide personnel assigned to a security reaction force team the training and education for the prevention of threats, whether from the pier, small boat, or any other means from penetrating a unit in accordance with current naval directives under normal and emergency conditions. The VBSS MB will provide safe and effective training to designated surface ship Non-Compliant Boarding VBSS team personnel to perform duties as mechanical breacher, utilizing appropriate breaching tools and techniques against various targets during non-compliant Maritime Interdiction Operations. SAMI will provide Navy personnel the training required to perform duties of a SAMI and earn a Navy Enlisted Classification 0812, either ashore or afloat. Law Enforcement will provide training to attain firearms proficiency and gain a proficient understanding and skills of Law Enforcement Concepts and Principles, Physical Security Safeguards, Apprehension, Searches and Seizures, and use/application of force and confrontation management as they pertain to the duties of a Navy Law Enforcement member. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
